The White Paper for SA was developed by a group of consultants with experience in the non-profit sector, the legislative framework and the social economy, in close collaboration with the team of the AO "EcoVisio" and the Platform for the Development of Social Entrepreneurship (PDAS) in Moldova. The research methods used in the preparation of the White Paper are desk analysis, field research and validation consultations.

The ex officio analysis was carried out throughout the period of work on the book, and included (1) studies in the field, analytical reports, public policies and other publicly available documents; (2) existing legislation on social entrepreneurship, taxation, economic and fiscal incentives, etc.; (3) materials attesting to the relevance and sustainability of existing social entrepreneurship models (see Bibliography section).

The field research identified the challenges and problems faced by social entrepreneurs in Moldova, as well as proposals for improvement in the SA field. 10 interviews and 14 questionnaires were conducted with social entrepreneurs in Moldova, as shown in the table below.
